Try getting a credit card @ the bank that you bank with. It’s easier than trying to get an American Express or a Discover card. Your bank will normally be more lenient than most other creditors would be. They know your income, know how much you have in your account. They would be a good start. Or try a secured credit card to get your credit started….They also report to the major credit Bureaus

I’m sure there are companies out there that will issue you a card, but it’s not a good idea at all. If you have a credit card just buy a few dollars on credit each month and pay it off when the bill comes. It won’t take long to build pretty good credit.

You don’t tell us what “bad credit” is, so I’m going to assume bankruptcy, dozens of unpaid charge-offs, three or four judgments, and hundreds of inquiries. In that case, no, there are no decent credit card companies that would issue anything to you. If your idea of bad credit is different than mine, then maybe there exists someone who would issue to you. They will give you a toy limit, charge insane fees, and assess an usurious rate of interest, but they will work with you. It would be much, much, better to get a secured card.
