I don’t know the rules in Ohio (I live in California).

In California, they are very strict about not having insurance when you are driving.

Why wouldn’t they? A policy number by itself is just that, a number, not proof. Proof would be a copy of the active insurance card.

100% YES.

When you submit your proof of insurance, they call your insurance company to verify right then.
