I have a question concerning student loan repayments and a suggestion as to how more income can be added to the budget.

Someone said that he just passed this law concerning student loans, that allows for a student to erase their student loan debt automatically after 10 years of repayment, and that the highest their payment can be is 10% of their income or something like that?
