The best honest recommendation I can make is to contact a bank that you like. Remember, you are becoming their customer.
Meet with one of their financial planners. Let them know about your goals and what you want to do. Chances are they can arrange for you to gain ground with your credit and they can make sure you are moving in the proper direction.
In Canada, Credit Cards are treated differently. In Canada, banks want all Canadians to own and use a credit card and to maintain a pay-back debt of 30% of your annual income minus taxes for a strong credit balance.

Get a secured card and use it to pay all your expenses. When you get their bill just pay them in full each time.
This way you won’t pay any interests and your credit score will slowly go up.

Check at the different banks. If you are willing to apply for a secured card you may increase your chances.
With no credit history it is less likely you will be approved for a credit card.
